provide multi-disciplinary plan of care/critical pathway which is
outcome based, flow charts, patient education handouts, and kardex
documentation, all of which musthave the ability to be customized. A
data base containing clinical protocol information is required that
provides assistance in recognition and prevention of complications,
procedural techniques, etiology and pathophysiology of disease
processes. Radio frequency emulation pen pad technology required for
bedside and intraoperative documentation. Software must be compatible
to open system architecture with networking capability and to Composite
Health Care Systems (CHCS) which is the DOD standard software and
hardware system currently in place. Installation and training to be
included. The system is required to support a multi-disciplinary
approach to the delivery of health care. The system must be
comprehensive and adaptable to a diverse range of users. It must
accommodate variations of clinical processes and be customized to the
specific needs of each department/unit. The system provides a
multi-disciplinary plan of care containing all physician orders,
nursing orders, and objectives. Time span of composite documentation
should be available for one to seven day time increments. The
applications of the system shall start at admission with the
interview/clinical assessment which is to integrate into a case
management/critial pathway, each customized to admission criteria and
department requests. Nursing activities as well as orders can be
entered directly from the multi-disciplinary plan of care and current
status of the order should be displayed in the plan. Expansion of the
system through integration of CHCS or through Licensed System will
allow for automatic management and notification of conflicting orders,
would trigger and record variance. It shall customize charting flow
sheets and kardex to support the critical pathway documentation.
Discharge planning shall be incorporated from admission to discharge.
The whole patient stay shall be captured on a computerized charting
system to include variance reports. Variance reports can customized on
request. In support of the documentation system patient acuity capture
shall be available. On-line patient education and nursing procedures
manuals shall be available from a supporting database. The system will
interpret a stated problem and provide educational goals and
objectives related to the problem as well as guidelines to support
decision-making and tests for evaluation. The computer assisted
instruction (CIA) must have the flexibility to respond to the user's
reply and answer and follow-up questions resented on display. A
requested apparatus is needed for interpreting a problem and providing
goals for solving the given problem. The goal of the system is so the
user can input disease or diagnosis and an educational search can give
the user background information along with a recommended plan of care.
The system must be flexible to interpret phrase or key words to obtain
the feedback necessary from its data bank to provide goals and
treatment techniques. Actual menus, screens, and data files must be
customized for each department specialty. Contractor will provide any
computer equipment and accessories to supplement the existing 486 based
DOS/Window computer system required to operate the software. Four (4)
pads with associated equipment to operate will be procured. This
solicitation is 100 percent small business set aside. See Note 1.
