Government intends to award a contract to First Services of Midland,
Texas, to replace the chiller system on the Cobra Dane radar located at
Eareckson Air Station in the Aleutian Islands. Labor and materials for
this effort include, removal and purging of two (2) Chrysler
Centrifugal Chillers, installation of two (2) main reciprocating
chillers and a third redundant reciprocating chiller, piping material,
insulation, electrical work, recommended spares list, operations and
maintenance manuals, appropriate packaging and crating materials,
freight (transportation to McChord AFB, Washington State), and system
test. Chiller installation should be designed to automatically cycle
between the most efficient combination of chiller units, depending on
system load. The load characteristics are as follows, 75% duty on 145
ton or less load/25% duty at between 145-250 ton load. In addition, the
third chiller unit must provide necessary redundancy and support
prolonged periods of maintenance and service. It is the Government's
position that First Services has the requisite management expertise,
phased array radar experience, and resources to accomplish this effort
within the current schedule and budget constraints. Statutory
authority for this award is 10 U.S.C. 6.302-1 (c) (1) as implemented by
FAR 6.302-1 - ''Only one responsible source.'' However, if your firm
believes that it could accomplish this effort within the current
schedule and budget constraints, submit a qualification package not to
exceed 10 pages, explaining your capabilities within 15 days of
publication of this notice. The Government anticipates award of this
contract on or about 15 July 1995. This requirement had been previously
announced in the CBD on 18 Apr 95 as a Sources Sought. See Numbered
