The National Capital Planning Commission (NCPC) is seeking proposals to develop the means and ability to identify major growth and development trends, changes, and influences, which will affect the federal government's operating in the National Capital Region. Development of long-term, strategic alternative models for regional planning and development visualizations through the year 2050 are included. Computer based interactive tools for examining and manipulating the models and related visions shall also be developed and, upon approval, implemented. Background materials describing previous related studies are available upon request from NCPC. For the purpose of this project, the boundaries of the National Capital Region extend from the Baltimore metropolitan area in Maryland to the Richmond metropolitan area in Virginia. The project is based on tasks which will be funded annually and completed over a period of four years. The Request for Proposal (RFP), No. NCPC 95-01, for this project will be issued on or about July 7, 1995, for a firm-fixed-price, indefinite delivery, requirements contract. Firms interested in receiving a copy of the Request for Proposal must submit their request in writing to the above address, Attn: Ms. Carole DeRouen. The solicitation is for full and open competition. This announcement is subject to modification and in no way binds the Government to award a contract or to reimburse costs incurred in anticipation of a contract award.
