POC: Sally Kleinman, 601-634-3902 The Tri-Service CADD/GIS Technology
Center (CEWES-IM-DA), U.S. Army Engineer Waterways Experiment Station,
Vicksburg, Mississippi, intends to contract research, computer
applications development, engineering development, training, standards
development and implementation, and technology transfer work that is
planned as part of ongoing and proposed Research and Development (R&D)
Programs and reimbursable activities. This requirements contract will
be awarded for one year plus four option years. Mission areas of the
Tri-Services (i.e., Army, Navy, and Air Force, the establishment and
promotion of GIS education and training venues, the organization of
providers and users of GIS technology to effectively transfer the
technology, develop GIS Spatial Data standards, and lead GIS technology
applications development. The term GIS, as used in the context of this
Statement of Work, includes both conventional GIS applications (i.e.,
using GIS software with a database) and Automated Mapping/Facilities
Management (AM/FM) applications (i.e., using Computer-Aided Design and
Drafting (CADD) software with a database: 1. Evaluate, develop, and
recommend standards (e.g., data dictionary, border sheets, title
blocks, drawing scales), map/drawing level/layer assignments, color
assignments, line styles and weights, symbols, etc.). 2. Evaluate,
develop, recommend, and revise standard symbol libraries. 3. Develop
load/seed, conversion, translation, implementation, data checking,
and/or applications software, user's guides, and user's manuals. 4.
Develop MDL, AutoLISP, database. ''C'', and/or other software programs
and routines. 5. Develop customized menus and Graphical User
Interface's (GUIs) for GIS/CADD and computer programs. 6. Prepare and
revise IDEF (1x) and other database models. 7. Develop meta data
standards implementation. 8. Accomplish pilot and implementation
projects. 9. Evaluate, develop, and recommend Space Management and
Facility Management standards. 10. Develop and recommend Facility Work
Order Interface to WIMS, IFSM, and WPMA, and other existing systems.
11. Develop and recommend standards for including video, specifications
and shop drawings in the standards. 12. Develop and recommend a
comprehensive Hazardous, Toxic, and Radioactive Waste (HTRW) Module to
track and manage HTRW remediation, disposal, permitting, assessment,
and storage activities. 13. Prepare technical reports, papers,
documents, and electronic digital media for the items discussed above
and below, as well as other GIS related assignments. 14. Visit selected
Tri-Service installations planning GIS system acquisitions for the
purpose of inspecting existing computer capabilities, interviewing
personnel, and determining the installation requirements and
capabilities. 15. Assist selected Tri-Service installations install
purchased GIS equipment and software. 16. Develop specific GIS support
software utilizing existing GIS technology, software packages, and
equipment utilized by the Tri-Services, and utilizing the GIS standards
developed by the Center, to improve and increase efficiency in the
accomplishment of all existing and new functions accomplished by the
Tri- Services (e.g., planning, engineering, construction, facilities
management, environmental compliance, decision-making, reporting,
maintenance of records, emergency management). 17. Develop improved
techniques for utilizing GIS technology in the existing and new
functions accomplished by the Tri-Services. 18. Develop support
software to enhance utility of computer programs. 19. Develop, compile,
and populate electronic databases utilized in CADD/GIS applications.
Gather field data to be used in populating CADD/GIS electronic
databases and files through aerial photography, ground surveys,
geographical positioning systems, scanning of existing maps, etc.
Develop maps, drawings, and reports from populated electronic databases
and files. 20. Develop support software, and evaluate existing
software, providing for the translation of electronic graphic and
nongraphic data between different commercially available and
Tri-Service CADD/GIS and database systems. 21. Develop pilot projects,
demonstration projects, and assist Tri-Service installations in the
development of installation specific GIS systems utilizing installation
specific graphic and nongraphic data, and the GIS support software and
standards developed at the Center. 22. Develop training programs,
prepare instructor and student manuals and materials, and provide
instruction to Tri-Service personnel on selected GIS operations and
applications. The types of training programs offered are normally those
that are not commercially available, and are geared to specific Tri-
Service GIS user needs. 23. Assist Center in coordinating with
Tri-Service GIS users to determine their GIS software, equipment,
applications, and training needs. 24. Assist Center in
development/maintenance/revision of the Tri- Service A-E Deliverable
Guidelines, Facilities Management Standards, Engineering Document
Management Standard, and other appropriate Tri-Service standards. 25.
Attend selected Federal Geographic Data Committee and other standards
development committee meetings for the purpose of imputing Tri-Service
needs, representing Center, taking notes, and preparing meeting
minutes. 26. Assist Center in identifying DoD requirements for GIS
application software and hardware. 27. Assist Center in establishing
and maintaining contacts, and coordinate the development of GIS
standards, applications, and criteria, with professional organizations
and industry. 28. Assist Center in evaluating selected GIS software,
equipment, and application packages to ensure compatibility with
existing systems, to determine reliability and ease of operation, and
to determine suitability to Tri-Service needs. WES intends to award a
one year requirements type contract with options for four additional
