the western North Atlantic right whale (Eubalaena glacialis) population
in the calving grounds of nearshore coastal waters of Georgia and
northern Florida. This area has been designated as ''critical habitat''
under the Endangered Species Act. The primary objective of this work,
for the DOC/NOAA/National Marine Fisheries Service, is to initiate a
study of right whales within this calving ground. This study will
include proposed methodology for tracking movements of right whales in
this ''critical habitat'' geographic area, which will result in a
detailed description of the diurnal and nocturnal movements of female
right whales and accompanying calves. The anticipated total contract
period of performance is eight-months, December 1, 1995 through August
1, 1996. In descending order of importance, the Selection Criteria
include--1. Applicability of Proposed Methodology--Subfactors a.
Innovation and b. Knowledge of Tracking Methods; 2. Understanding of
the Problem; 3. Personnel Qualifications--Subfactors a. Curricula vitae
and/or resume and b. Prior Experience and Training, and; 4.
Appropriateness of Proposed Analyses--Subfactors a. Knowledge of
Statistical Analyses and b. Reporting systems. The solicitation is
expected to be issued on or about July 10, 1995. All responses from
