R -- PREPARATION OF RETIREMENT ESTIMATE STATEMENTS SOL DTFA01-95-R-03896 POC Paula Ehrlich, Contracting Officer, 202/267-7021 The FAA intends to negotiate with Wyatt Company, 1500 K St., NW, Washington, DC, on a sole source basis, to perpare and produce written accurate personalized retirement estimates, through the technology of an automated interactive voice response system (IVR), using an 800 line. This system must be capable of computing retirement estimates for all FAA employees, including Civil Service Retirement eligibles, Federal Employee Retirement System eligibles, and Air Traffic Controller retirement eligibles. This system must be able to provide clear and complete written estimates to FAA employees nationwide (approximately 47,700 employees) within 24 hours of the telephonic request by the employee. The system must also be capable of providing severance pay benefit estimates to employees not eligible for retirement, and estimates for employees eligible for ''early out'' or discontinued service. The IVR system must be capable of providing estimates from the present to the year 2,030. The system must be able to prepare the estimate based on limited input from the employee, specifically the employee's SSN#, sick leave balance, and estimated pay increases . The contractor will be provided monthly with the personnel and pay data on all FAA employees and this data must be secured to protect employee confidentiality. The IVR system must be able to interface immediately with FAA's Centralized Personnel Management Information System (CPMIS). The IVR system shall be available to employees 24 hours per day, 7 days per week including Government holidays, except for limited scheduled maintenance of no more than once per month, The written estimate shall include the employee's name, date of birth, service computation date, planned date of retirement, including year and month, the employee's sick leave hours and high-3 average yearly salary, the Civil Service Retirement or Federal Employee Retirement Service Credit, including years, months, and days. All of this shall be included on the retirement estimate, whether it is for discontinued service or regular retirement. The estimate will specifially provide the estimated retirement benefits on an annual and monthly basis, including the basic annuity, early retirement reduction, if applicable, estimated net annuity, and survivor benefit deduction. Discontinued service (early out) retirement estimates shall reflect the reduction for age. Severance Pay estimates should also be available to employees who request such estimates. The written estimate shall be mailed to the employee's home address within 1 business day after the telephone request has been made by the employee. The written retirement/separationestimates and envelopes shall be produced on commercial quality paper, shall be in English and shall be legible and professionally done. The contractor must currently have a Federal Government retirement estimate system (an IVR system) developed and implemented, which will include all the necessary Federal retirement rules, regulations and specifications as well as the software necessary to automate such a system. The contractor must be able to make immediate changes to the system based upon any changes in retirement legislation enacted by Congress. Contractors who can meet these requirements should submit capability statements to the contracting officer no later than 15 days after the publishing of this notice.
