R -- TRAINING OF AIR FORCE YOUTH PROGRAM STAFF ON IDENTIFYING AND SUPPORTING AT-RISK YOUTH DUE 073195. POC Vicki M. Person, (202) 767-7875. Training of Air Force Youth Program Staff on Identifying and Supporting At-Risk Youth - The contractor is to provide all personnel, training, training materials, travel and other items/services necessary to support the training mission of the Air Force Youth Program. This training will be for staff personnel of Air Force Youth Progams conus and overseas and other interested community agencies on bases. Any sources responding to this synopsis must meet the following criteria: The contractor must possess (a) A PH.D. with studies relating to human services or youth development service fields; (b) Five years of providing training for staff who work directly with At-Risk Youth on adolescence development; (c) extensive experience collaborating with different community agencies such as school officials, law enforcement officials to promote constructive youth development; (d) Provide recent scientific research on adolescence development and preventing and identifying at-risk youth behavior. The Trainers must possess (a) an undergraduate or masters degree in human services from an accredited college or university with concentration in youth development; (b) Five years of full-time experience working directly with youth ages 10-18 years old and training adults on such topics as delinquency, violence, drugs, alcohol, sexuality, conflicts resolution, careers, educational competency, depression and suicides; (c) experience collaborating with different community organizations such as schools, law enforcement officials, to promote healthy youth development. Provide history of past performance on previous awards for services provided above, including references, telephone numbers and point of contacts. This proposed contract is being considered as a 100% set-aside for Historical Black Colleges and Universities and Minority Institutions, (HBCU/MI's), as defined by the clause at 252.226.7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eiligibility as an HBCU or MI. If we do not receive adequate response from HBCUs and MIs, we will instead issue the solicitation, without further notice, as a restricted for small business. Therefore, replies to this notice are also requested from small businesses. (166)
