Administration (GSA) announces an opportunity for Solicitation for
Offers for design-build services required for a new customer service
center to be occupied by the Internal Revenue Service (IRS), located in
Chamblee, Georgia. GSA intends to contract for design-build services
with the firm that best demonstrates a commitment to meet the IRS's
program requirements. The Government's program objectives for this
project are that it: 1) provide a new Customer Servic Center of
approximately 36,491 gross square meters (392,799 gross square feet) of
mid-rise general office space;2) provide innovative technologies and
features which will support improved occupant productivity, energy
conservation, space flexibility, reliable systems operations, and low
maintance; and, 3) comply with local, state and Federal government
codes and standards. The estimated total construction costs for the
project is estimated to range between $50,000,000 to $60,000,000. The
Government anticipates award of the design-build contract approximately
April 1, 1996. The facility will be designed and constructed in metric
units. The scope of the design-build service under this proposed
Solicitation for Offers include, but are not limited to, the following:
1) competition of construction documents based on Government supplied
design documents which set forth the Government's minimum requirements
and are approximately 45% complete; 2) CAD drawings and specifications
compatible with GSA's AUTOCAD and QIC-80-MC Format; 3) design
submissions for 60%, 90% and 100% levels of design completion; 4)
construction of facility; 5) post-construction services. The GSA will
employ a two phase evaluation process to determine the successful
business entity to provide this project. The Phase One process will
involve a technical proposal submission to be evaluated using a
''go/no-go'' selection approach. ALL Phase One minimum submission
requirements must be met by aprospective business entity in order to be
considered for Phase Two evaluation under this project. Firms that do
not qualify for Phase One will not be invited to submit for Phase Two.
Qualified firms for Phase Two will submit technical and pricing
proposals to be evaluated using both a ''go/no-go'' and ''greatest
value'' process in order to determine the succssful business entity.
Phase One submission requirements will consist of Standard Forms 254
and 255. Minimum technical submission requirements will also include
evidence of prime contractor construction experience, Architectural/
Engineering design expeience and demonstration that those firms have
performed work of similar size and complexity under past performance.
Qualified firms shall also demonstrate financial and bonding
capabilities and must show proficiency in utilizing CAD. Phase One
evaluation will solely be a ''go/no-go'' selection approach. Phase Two
submission requirements will consist of electrical and mechancial
documentations, similar to Phase One requirements, which will be
evaluated on a ''go/no-go'' selection approach. Other documentation
required to be submitted will contain a technical and price proposal
which will not be evaluated, unless, the electrical and mechanical
technial qualifications are met. The technical and pricing proposal
will be evaluated using the ''greatest value'' approach where the
pricing is compared to the technical evaluation factors. Technical
evaluation factors include but are not limited to: 1) detailed project
implementation plan; 2) quality control plan; 3) team qualifications
and experience. The Solicitation for Offer will clearly specify the
total evaluation process including the format that shall be utilized
for proposal submision. Solicitation for Offers will be available on
Julyh 26, 1995. It is anticipated that Phase One submittals will be due
August 22, 1995 and Phase Two due February 14, 1996. This is not a
