The principal components of the work include: Removing and stockpiling the dam's downstream slope protection rock for later reuse; designing, constructing, and operating unwatering facilities; constructing and operating specified dewatering facilities to remove and control ground water in the area downstream of the dam; designing, constructing, and operating a temporary outlet works bypass diversion system; excavating a wide trench to firm foundation materials in the dewatered area immediately downstream of the dam; constructing a shear key within the excavated area consisting of lean concrete to a depth of 20 feet; refilling the remainder of the shear key excavation with soil obtained from borrow areas near the site; constructing a processed sand drain between the excavated and reconstructed embankment; constructing a buttress on the downstream face of the dam; excavating and removing the existing embankment drains; furnishing and installing new embankment and buttress drains and an inspection well; replacing rock slope protection on buttress slopes; and, furnishing and installing various temporary permanent instrumentation. All sources responding to this synopsis shall submit information relating to business status, including as to whether small, large, minority-owned, and/or woman-owned. This acquisition is an unrestricted procurement. The small business size standard for a concern, including its affiliates, is not to exceed $17 million in average annual receipts for its preceding 3 fiscal years.
