equipment, transportation, and supervision necessary to excavate,
install filter fabric, and backfill behind existing timber bulkhead at
USCG Group Moriches, E. Moriches, NY and USCG Station Shinnecock,
Hampton Bays, NY (Suffolk County). The SIC code is 1629. Contract will
include two bid items: B.1 GROUP MORICHES-Remove approx 5000 sf
bituminous asphalt paving, excavate behind bulkhead to depth of 12''
below MLW, install geosynthetic filter fabric, backfill and compact,
and apply 3'' bituminous asphalt pavement. Apply parking lines to new
pavement. B.2 STATION SHINNECOCK-Remove approx 2000 sf of grass and
7250 sf of bituminous pavement/concrete, excavate behind bulkhead to
depth of 12'' below MLW, install geosynthetic filter fabric, backfill,
compact and apply 3'' bituminous asphalt pavement. Apply parking lines
to new pavement. Shore all excavations IAW state, local and OSHA
regulations. Performance time is 90 days from receipt of Notice to
Proceed. Estimated cost of this project is between $100,000 and
$250,000. Solicitation packages to be available on or about July 13,

opening date to be on or about August 14, 1995. This procurement is
being issued pursuant to the Small Business Competitiveness
Demonstration program and is open for bidding to both small and large
business concerns. INFORMATION PERTAINING TO MINORITY, WOMAN OWNED, AND
DISADVANTAGED ENTERPRISES: The Department of Transportation (DOT)
Office of Small and Disadvantaged Utilization (OSDBU), has programs to
assist minority, woman-owned, and disadvantaged business enterprises
to acquire short term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
nables firms to apply for bid, payment, and performance bonds up to
$1.0 millin per contract. The DOT provides an 80% guaranty on the bond
amount to a suret against losses. Loans are also available under the
DOT Short Term Lending Proram (STLP) at prime interest rates to provide
accounts receivable financing. he maximum line of credit is $500,000.
