Bower (301) 975-6336 The National Institute of Standards and Technology (NIST), intends to negotiate with Newport Klinger Corporation (System Center), 1791 Deere Avenue, Irvin, CA 92713-9607 on a sole source basis to acquire two Stepping Motor Driven Precision Rotation Stages, each incorporating a Heidenhain Encoder and connecting cable, with connects compatible to a MD4 driver. In accordance with FAR 6.302.1, there is a need to scan and record reproducibly the detailed profile of x-ray diffraction peaks, with typically three arcseconds full-width at half maximum. Each encoded rotary stage must provide 360 degrees continuous rotation with a ball-race wobble of less than 30 milliradians and concentricity less than 3 micrometers, over a complete revolution, better than 0.4 arcsecond incremental resolution, one arcsecond reproducibly positioning accuracy, jitter-free position-hold, a center-load capacity of at least 250 kg, and a capacity of at least 50 kg vertically cantilevered 200mm along the rotation axis. Each stage must have an overall thickness of less than 5 inches along the rotation axis, a diameter of less than 15 inches with attachments such as motors protruding no more than 10 inches in any one direction and each overall stage-weight must be less than 16 kg. The Stepping- motor-driven precision rotators from Newport Klinger Corporation, incorporating the uniquely compatible Heidenhain encoders, precision installed and aligned by Newport Klinger, can achieve the required specifications. It is essential that the encoders are aligned accurately, and permanently mounted to the rotators. Interested offerors may identify their interest and capability to respond to the requirements by submitting a capability statement. The capability statement must provide adequate information of supplying this type of supply, and qualifications to provide the supplies. All of the above must be submitted to the Government to consider whether to open this request for competition. However, all capability statements received within 45 days after date of preparation of this synopsis, will be considered by the Government. See Numbered 22. (0170)
