Standards and Technology (NIST) requires one Goniometer for laser light
scattering with the following features: 1) The instrument must be
controllable from the software interface provided for a BI-9000 digital
autocorrelator. The BI-9000 is an instrument already in our laboratory
and it is imperative that the purchased goniometer be completely
compatible with this instrument. 2) The ability to detect
quasi-elastically scattered laser light over at least 40 angles in the
range from 8 to 160 degrees relative to the incident beam direction
with an angular resolution of at least .01 degrees at any given angle.
3) The instrument must have optics to collect light for either
autocorrelation spectroscopy or static light scattering measurements at
all accessible angles. 4) A temperature controlled environment for the
light scattering samples must be provided which allows for active
temperature control during light scattering measurements and can
operate in the temperature range from 0-150 degrees centigrade. A
digital interface and readout to the temperature control system must
also be provided with the instrument. 5) Collection optics must be able
to select either 488nm, 514nm or 632.8nm light for either
autocorrelation spectroscopy or static light scattering measurements.
6) Incident beam optics and mounts for proper beam collimation for an
externally supplied laser beam. 7) If an index matching fluid scheme is
provided in order to meet the above specifications then a filtration
system for this fluid must also be provided. 8) At least four high
quality, very low surface scatter quartz light scattering cells must be
provided as part of the system (Quality must meet specs. of a Hellma
540.114- QS light scattering cell. Refer to Hellma Cells Inc., Box 544,
Borough Hall Station, Jamaica, N.Y. 11424, Ph:(718)544-9534). 9) At
least 100 Borosilicate light scattering cells must also be provided.
Interested sources proposing to supply an equivalent unit must submit
a written qualification statement clearly establishing capability to
meet the above requirements within 30 days from the date of this
synopsis. In the absence of other qualified sources, it is the intent
of the Government to award a sole source contract under the authority
of 41 U.S.C. 253(c)(1) to Brookhaven Instrument Corporation, Brookhaven
Corporate Park, 750 Blue Point Road, Holtsville, NY 11742-1832 as this
source is considered to be the only responsible source and no other
