301/713-0823 or fax 301/713-0806 NOAA intends to award a contract on a
sole source basis for a base year with two (2) option years for the
following estimated annual supply of films from AGFA Division, Bayer
Corp., 200 Ballardvale St., MS-200-3-9K, Wilmington, MA 01887-1069:
AGFA High Tech Blue HTB3 0.007, 48'' x 100', rolled EMULSION IN, p/n
3UF8J, 324 rolls per year; AGFA High Tech Blue HTB3 0.007, 22'' x 57'',
p/n 3UF4A, 125 boxes of 50 sheets per box per year. These films will be
used to make negatives and positives for the NOAA Enroute Navigational
charts. Vendors who believe they can provide these goods are invited
to submit in writing information demonstrating these film
characteristics: (1) Negative-working, contact-speed, high-contrast,
and blue sensitive film; (2) Dimensional stability as follows: 0.007
inch thickness, thermal coefficient percent per degree Fahrenheit
unprocessed at 0.0012 and processed at 0.0012, humidity coefficient
percent per a percentage relative humidity (RH) unprocessed at 0.0017
and processed at 0.0013; (3) can be handled under 48 inch, high
visibiity 40 watt, yellow fluorescent or gold florescent tubes,
diffused with covers; contractor shall provide spectral sensitivity
graph; (4) can be exposed using variable voltage, point source lamp;
there is a wide exposure latitude of 20-63 seconds on intensity 6; an
exposure of 20 seconds provides a clear image of 0.05 D min; 4.00+ D
max, solid step 3 on a T-14 Control Scale; a 63 second exposure
provides a clear image 0.05 D min; 4.00+ D max, solid step 7 on a T-14
Control Scale; there is an exposure latitude range of 0.75 density;
(5) can be processed in rapid access (RA) chemistry, preferably can
also be processed in litho chemistry; must provide high gradient to
produce excellent line edge images with only a minimum change in
exposure; must exhibit a hard dot quality, good dot-for-dot
reproduction capability. Line or sharpness will be demonstrated by
comparing the following emulsion characteristics: line edge trace,
percent fringing, as reflected in measurements from the characteristics
curve (H&D Curve); (6) Must have exceptional image quality with reduced
pinholes; this capability will be demonstrated by comparing the density
latitude of the film, i.e., the range of exposure possible while
maintaining adequate density; (7) must provide high ultraviolet (U.V.)
transmission for contact exposure, as demonstrated by comparing
density readings at 0.05 D min and 4.0 D max, solid step 4 on a T-14
