A -- A--CYCLOTRON PROTON BEAM TIME AND FACILITY SOL RFP5-16125/233 POC CAROL S. BLEILE, CONTRACTING OFFICER, (301)286-0792. This is a notice of intent to issue a Request for Proposal (RFP)5-16125/233 on a sole source basis for a cost-no-fee contract with the Regents, University of California, Crocker Nuclear Laboratory, to provide cyclotron proton beam time and facility support for NASA, Goddard Space Flight Center (GSFC), Flight Data Systems Branch, Radiation Effects and Analysis Section during the period from August 1, 1995 through September 30, 1997. The GSFC will perform single event effects (SEE) and total ionizing dose (TID) experiments on electronics and photonics in support of device qualification for multiple missions. Crocker Nuclear Laboratory is a unique facility meeting the requirements to (a) provide tuned proton energies between 4 and 68 MeV, with particle fluxes between 0.1 pA and 1A, with ( 10% variance on beam uniformity to do single event effects (SEE) testing and total ionizing dose (TID) testing of microelectronics and photonics; (b) provide a near continuous ()20 Mhz) proton stream which is required for the dynamic testing requirements of SEE testing; (c) provide a user-friendly computer-controlled interface, device test mounting, dosimetry, and support staff to the experimenter allowing time and cost efficiencies as well as extremely accurate testing to be performed; and (d) provide the experimenter use as the prime (not shared) user of the proton beam, thus allowing the experimenter to control the choice of proton energies utilized for testing. Crocker Nuclear Laboratory is uniquely qualified under the statutory authority of 10 U.S.C.2304(c)(1), as Only One Responsible Source.
