20361-2170 A -- A -- PAYLOAD DEMONSTRATION UTILIZING THE PIONEER REMOTELY PILOTED
VEHICLE POC Contact, Frank Fisher, Phone (703)604-0903 The Naval Air
Systems Command (NAVAIR) intends to issue a fixed price order under
Basic Ordering Agreement N00019-92-G-0217 for a study on the
feasibility of demonstrating the Coastal Battlefield Reconnaissance and
Analysis (COBRA) Payload in the PIONEER RPV. The study is Phase 1 in an
invisioned 3 phase program. Phase 2 will consist of integration of the
COBRA payload into the PIONEER RPV. Phase 3 will consist of
engineering support during Government flight testing of the COBRA
payload in the PIONEER RPV. Phases 2 and 3 will be procured by either
seperate fixed price BOA order or as a fixed price modification to the
order for the COBRA/PIONEER study (Phase 1). NAVAIR intends to
negotiate the proposed order(s) on a sole source basis with Pioneer
UAV, Inc (PUI), Hunt Valley, MD. PUI is the prime contractor for
contracting for the PIONEER RPV. Only PUI has the access to the
necessary drawings, proprietary data and technical expertise necessary
