partnerships between large and small American companies and foreign
decision-makers by funding feasibility studies and other planning
services for major capital projects in developing countries. TDA
provides funding to U.S. businesses through a combination of direct
grants and contracts to foreign governments. TDA's activities are
authorized under the authority of Section 661 of the Foreign Assistance
Act of 1961, as amended (22 USC 2241). Established in 1980, TDA was

a firm to perform a feasibility study audit. The objective of the
contract is to meet requirements specified in TDA's request for
proposal. The contractor shall provide services to determine whether in
conducting a TDA-funded telecommunications study in Asia, an East
Coast-based corporation accomplished the project purposes and disbursed
grant funds for allowable costs. The contractor will also compare the
internal TDA procedures in effect at the time for reviewing and
approving grants with those in effect currently and will offer any
suggestions for strengthening them. The study assessed the feasibility
of expanding telephone, data, facsimile, and broadcast video
facilities in the country. Contractor selection will be based on (1)

government grant and contracting procedures and regulations;
