Seui, Chief Procurement Officer, 011-684-699-1170 The American Samoa Government (ASG) has a requirement for a Governmental (Fund Accounting) Financial Management Information System. For the Financial Management Information System, the required systems and subsystems include: (A) Procurement and encumbrances; (B) Budget; (C) Financial accounting (general ledger); (D) Payroll (E) Accounts Receivable; (F) Accounts Payable; (G) Travel; (H) Inventory; and (I) Fixed assets (can be a standalone subsystem, but full integration is highly desirable. In addition, the following are desired: (J) Cashier; (K) Time and attendance; (L) Job costing for grants and Capital Improvement Program (CIP); (M) Conversion of current data; and (N) Supplemental training. This procurement is for the purchase of fund accounting and related software for the American Samoa Government (ASG) in Pago Pago, American Samoa. American Samoa is a United States territory with a locally adopted Constitution and a locally elected Government. It is located approximately 2,300 miles southwest of Hawaii. The software covered by this RFP will be used at several different geographical sites on the island of Tutuila in American Samoa. Technical support services for training, implementation, and technical assistance will also be acquired through this procurement. The proposed system must be capable of supporting the workload of ASG. ASG processes in excess of 400,000 transactions a year and has approximately 5,000 employees. ASG is primarily interested in a system solution that is easily maintained and supported and which fully meets the functional specifications of the RFP. ASG will consider any software solution.
