proposals for the research effort described below. This solicitation
and resulting award shall be made in accordance with the Research and
Development Streamlined Contracting Procedures (RDSCP) described in
DFARS 235.70. This is the solicitation, there will be no formal RFP or
RFQ. The name, address and telephone number of the representative
contract negotiator for this solicitation is shown as POC above. This
solicitation consists of this notice, any subsequent amendments, and a
supplemental package which is available by writing to the above
address. Offerors who did not respond to synopsis MLKT-95-02 published
94OCT24 and the amendment thereto published 95MAR13 should provide, in
writing, their complete address information to Wright Laboratory (see
above address) in order to receive the supplemental package. All of the
mandatory terms, clauses and provisions at DFARS 235.7006, Research and
Development Streamlined Contracting format, and the following optional
items are incorporated by reference: B.3, B.6, B.8, C.2, E.1, E.4,

I.167, I.169, M.1, M.2. This solicitation includes clauses and
provisions from FAR 1990 edition updated through FAC 90-25 and DFARS
1991 edition updated through DAC 91-6. The standard evaluation factors
found in Section M of DFARS 235.7006 will apply to both the basic
program and the option and are modified as follows: Provision M.2
Proposal Evaluation Procedures and Basis for Award, subparagraph
(ii)(A) Technical, subfactor 2. Qualification, is replaced with the
following: ''2. Qualification: The experience and qualifications of the
proposed personnel relevant to the proposed task. The quantity and
quality of the offeror's corporate experience relevant to the proposed
task. The ability to consistently produce a multi-bandgap III-V solar
cell of at least 22 percent efficiency (1 sun, Air Mass Zero (AMO)) on
a silicon or germanium substrate. Proposals that do not contain
sufficient data showing that the offeror can produce such cells will
not be considered further.'' A Cost Plus Fixed Fee (Completion) type
contract is contemplated. The estimated period of performance is 42
months which consists of a 14 month base program commencing on or about
95SEP22, a 24 month option, and an additional 4 months for writing and
reviewing the final report. It is expected that this contract will be
awarded based upon a determination that there is adequate price
competition, therefore, the offeror is not required to submit or
certify cost or pricing data with its proposal. If, after receipt of
the proposals, the Contracting Officer determines that adequate price
competition does not exist in accordance with FAR 15.804-3, the offeror
shall provide certified cost or pricing data as required by the
Contracting Officer. To be responsive to this solicitation, submit 9
copies of your Technical proposal, 5 copies of your Cost proposal and
one copy of your Small and Small Disadvantaged Business Subcontracting
Plan (if applicable) no later than 1500 hours, 95AUG04, addressed to:
Wright Laboratory, WRIGHT LABORATORY BLDG 7, Attn: CHRIS LAY, WL/MLKT,
2530 C ST AREA B, WRIGHT-PATTERSON AFB OH 45433-7607. The page
limitations for technical and cost proposals are specified in DFARS
252.235-7006 (L.24). More than one contract award may result from this
solicitation with one award being made to a small business in
accordance with FAR 52.219-7. The DD Form 1423, Contract Data
Requirements List, is included in the supplemental package. The
technical requirements, including the reporting requirements, are
contained in the supplemental package. The purpose of this effort will
be to enable the production of multi-bandgap III-V solar cells with
greater than 24 percent efficiency for space power systems. The base
program will establish and demonstrate a baseline production capability
for multi-bandgap III-V solar cells with greater than 24 percent
efficiency (l sun AMO) on silicon or germanium substrates. The option
will optimize the baseline production process and enable production of
