Delivery-Indefinite Quantity contract for A/E Services and Construction
Inspections Services for the USDA-APHIS facilities in the Miami - Key
West, Florida area. This is a correction to the notice published in the
CBD on 5/18/95. Up to three (3) contracts may be awarded as a result of
this announcement. Firms may be located within 100 miles of Miami or
Key West, FL. Services required will include 1) preparation of master
planning, program of requirements design plans, specifications and cost
estimates for new construction, renovations and repairs 2) value
engineering and design (peer) review capabilities 3) preparation of
studies, reports and engineering recommendations 4) construction
inspection/Contracting Officer Representative (COR) services for
compliance to plans and specs for new construction, renovations or
repairs. Inspection services may or may not be related to work designed
by said firm. Firms will be evaluated based on the following criteria:
1) PROFESSIONAL QUALIFICATIONS. Firms (either in-house or through
association with qualified consultants) must provide resumes on all key
and professional personnel and identify the state in which
professionals are registered for Civil, Mechanical, Architectural,
Structural and Electrical professionals. Professionals must be
registered in Florida. 2) SPECIALIZED EXPERIENCE. Firms must have
experience in design of new incinerators and renovations of existing
incinerators, asbestos abatement, designing laboratories and biological
secure spaces, EPA environmental regulations and construction
inspection services. 3) CAPACITY. Composition of firms to accomplish
work in the required timeframes, available personnel in all design
disciplines including supporting technical and clerical staff, use of
computer generated nationally recognized guide specs and use of
computer aided drafting compatible with AutoCADD MS-DOS. 4) PAST
PERFORMANCE. Past performance on contracts with Government agencies and
private industry in terms of cost control, types of projects, quality
of work, and compliance with performance schedules. Applicants are
required to submit references with names and telephone numbers of
contact persons. 5) LOCATION. Consideration will be limited to firms
having an existing, fully staffed A/E office within 100 miles of Miami
or Key West, FL. No additional travel or associated costs will be
allowed for personnel brought in from outside of this area. Firms must
have knowledge of locality of projects, local codes and local building
officials. Contract period of performance will be for one year with
four one-year optional renewal periods. Work will be accomplished by
individual negotiated task orders. The Government is uncertain as to
the number of orders that will be placed during the contract term,
however, a minimum of $5000 in services is guaranteed. The total
construction cost for all projects under this contract is estimated to
be $5,000,000 to $8,000,000. Firms desiring consideration shall submit
SF 254 and SF 255 and any pertinent supporting or supplemental data by
August 1, 1995. Firms that responded to the May 18, 1995 CBD notice
may submit supplemental information necessary to address the additional
above requirements by the new response date. This is not a request for
