CCSS consists of secure and non-secure telecommunication switching systems manufactured by Electrospace Systems Inc. The system is a multilevel precedence electronic digital system with modular, expandable, high isolation, redundant, non-blocking switches which interfere with multiple KY switches and cryptographic devices as well as T1 bulk encryption equipment which permits access to DSN, AUTOVON and commercial networks. The requirement is for services necessary to maintain switches in an operable condition at selected locations. Specifically included are logistics/maintenance support of all hardware/software. Site maintenance may vary between 1 to 10 technicians per site and principal period of maintenance varies between 24 hours a day, 7 days a week and 40 hours a week depending on each site's mission. COMSEC and cryptographic requirements apply. Top Secret clearance required for all contractor personnel. Services will be procured by two-step negotiated method. Technical proposals must show the responsiveness to the Statement of Work, understanding of the CCSS switches, a plan to supply personnel, and other criteria. Past performance information must also be submitted with the technical proposals. Cost proposals will be requested from offerors with acceptable technical proposals. Anticipated award of a 5-year requirement type firm fixed price level of effort contract. Period of performance to commence 01 OCT 96. Request for Technical Proposal (RFTP) will be issued approximately 01 AUG 95 and to be closed 45 days thereafer. Preproposal conference to be held approximately 30 days after the issuance of RFTP.
