301/415- 6737 A&E services are required for a study to be conducted on
the structure of the garage in the OWFN building, located at 11555
Rockville Pike, Rockville, Maryland. The concrete slabs are spalling
and cracking in some locations. At some extreme conditions, the 3/4
inch steel rebars are visible at the concrete surface. Additionally,
some concrete columns on the lower levels have developed hair-line
cracks and corner edges have chipped off. The contractor shall be
required to review and document the existing condition of all columns
and slabs on levels P-1 through P-4, ascertain the level of structural
safety at all conditions deemed questionable, and prepare a report
clearly documenting the findings, which includes drawings, a plan for
correcting the problems and a preliminary cost estimate (PHASE I). The
contractor shall also be required to perform all petrographic and
compression tests, including core drilling, to determine the extent of
chloride infiltration and other structural abnormalities and document
the findings in a final report (PHASE II). Proposals for this
requirement may be submitted by all concerns, i.e., large businesses,
small businesses, and small businesses owned and controlled by socially
and economically disadvantaged individuals. A firm-fixed price contract
will be negotiated. The period of performance is 3 months. The A&E firm
should have in-depth knowledge and possess demonstrated competence and
experience in structural engineering. Responding firms must have
demonstrated competence and experience in performing each of the task
areas noted above. The following selection criteria a-e are listed in
descending order of importance: a. Professional qualifications of
personnel in the areas of structural engineering. Evaluation factors
will include education, training, experience and registration of these
personnel, b. Specialized experience and technical competence of the
firm in the listed tasks, c. Capacity of the firm to accomplish the
work. Capacity to respond to these tasks in a quick and effective
manner must be demonstrated, and d. Past performance and experience on
contracts with Government agencies and private industry, in terms of
cost control, quality of work, and compliance with performance
schedules. Firms desiring consideration are invited to submit 2 copies
of an updated and accurate SF 254 and SF 255 (11/92 edition). Firms
submitting SF 254 and SF 255 by 4:00 p.m. on July 14, 1995 will be
