support to perform research, analyses, and technical support related to
physical, ecological, geological, hydrological, and other environmental
requirements fo the Army, Navy, and other Federal agencies relative to
program/project management, presentations, preliminary layouts, and
statutory/regulatory responsibilities. Installations/facilities to be
supported are located in Virginia, District of Columbia, Maryland, New
York, New Jersey, Delaware, and Pennsylvania. Tasks may include, but
are not limited to, compliance and restoration in the areas of
hazardous materials, hazardous waste, air quality, asbestos and lead
abatement, aboveground and underground storage tanks, PCBs, and
environmental training. Work may also include prevention, conservation,
and analysis related to National Environmental Policy, Historic
Preservation, Stormwater, Wastewater, and Public Awareness programs.
Deliverables under the contract may include recommendations on tangible
improvements that will be cost effective and will ensure maximum
effectiveness of expenditures; technical consultant, analytical, and
study support; and 3-dimensional (3-D) computer generated animation
(CGA) of facilities and installations to support renderings of future
possible or planned complex facility or installation configuration,
modification, or remedial and/or historical interpretive reconstruction
of a facility or installation. Required proposal submissions will
include a sample 3-D CGA VHS tape, no longer than 5 minutes, which
demonstrates firm's capabilities and includes clips of actual 3-D CGA
presentations prepared for other clients. As many as two (2) indefinite
delivery contracts may be awarded, each with a base period of one year
and four option years. Total obligations against each contract will
not exceed $10 million. Solicitation documents will be available on or
about 8/20/95. The contracts are anticipated to be awarded in November
1995. The method used to allocate delivery orders between contracts
will be based primarily on current workloads under the contracts and
specialized expertise for specific tasks. The Contracting Officer shall
have the final approval on said allocations. This requirement is 100%
set aside for small businesse; SIC Code 8744. Requests for solicitation
