a Market Survey of Industry to see if there are any potential
contractors who have the skills and knowledge required to complete this
effort. This acquisition is to conduct an in-depth Process Hazard
Analysis (PHA) of 9 ICBM SPO explosives laboratory and storage
facilities. Evaluate approximately 40 pieces of equipment and processes
used in these facilities. Provide a systematic review to determine
compliance with all applicable safety requirements, standards and
codes. Recommend safeguards needed/required to improve the process,
employee safety, facilities work environment, process instructions.
Deliverable documentation includes; the development of a plan that
outlines the basic performance, schedules(s) for inspection, and
documentation of deliverable PHA data. Safety assessment and analyses
on all equipment and procedures used in hazardous operations. Monthly
activity report that outlines schedule progress and updates progress of
subject activity. Final report summarizing the overall PHA with a
recommended ranking of each process and associated risk. In addition,
the following qualifications are required: senior engineer experienced
in propellant handling, explosive quantity distance criterain, as well
as systems and industrial safety criterion for such operations. Team
members who are familiar with systems and industrial safety analyses,
performance of system safety analyses, human factors, ergonomics,
facility safety criterion and manufacturing engineering. Potential
