Z -- CONSTRUCTION, REPLACE WEST SIDE HEAT EXCHANGER, PLUM ISLAND ANIMAL DISEASE CENTER, GREENPORT, NEW YORK SOL 7078-3K15-95 DUE 090695 POC Contracting Officer, David Springer, 301-344-0263 Z-Pre-Solicitation Notice - The contractor shall provide all material, labor, equipment and supervision, etc., necessary for 1) replacement with government furnished units, of the heat exchanges in the west bank of the sewage sterilizing system housed in Building No. 012 (a biocontainment facility) at the PIADC; 2) testing and installation of a government furnished booster heater; 3) removal of the old and installation of a new process control panel (contractor furnished) for both sides of the sterilization system; 4) installation of new lighting and watertight conduit; 5) removal, under biocontainment conditions, of asbestos containing materials from heat exchangers, booster heaters, piping, and hot water tanks; 6) application of insulation to the new sterilizing system; 7) blow out and cleaning of the existing pneumatic control lines; 8) starting up and testing of the newly installed heat exchangers. The total estimated cost of construction for this project is between $250,000 and $500,000. Time for completion of the work will be 150 calendar days from date of issuance of Notice to Proceed. A pre-proposal meeting is tentatively scheduled for August 17, 1995, at Plum Island. Supply is limited and will be made on a first come first serve basis. Approximately 50 sets will be made available.
