notify prospective offerors that portions of the Draft Request For
Proposal (DRFP) for the Management Information Systems Technical
Support (MISTS) II program, have been loaded on the Hanscom Electronic
RFP Bulletin Board (HERBB). A modem and commercially available
communications software are all that is needed to access HERBB at (617)
274-0500. Currently, a copy of the source list, the statement of work,
initial labor categories and an acquisition schedule are on the
bulletin board. There is also a discussion document on the bulletin
board which provides a time frame for when the remaining documents will
be loaded on the board. All of these documents are or will be available
in hard copy format at the Phillips Laboratory Research Library at
Hanscom AFB, MA. Procedures for using the library may be obtained from
Ms. Diane Gingras at (617) 377-6466. The original sources sought
synopsis for this acquisition was published on 24 April 1995. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program manager or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
parties are invited to call Colonel Thomas J. Mackey at (617)
377-5106. The Ombudsman should only be contacted with issues that have
previously been brought to the attention of the program manager and/or
the contracting officer and could not be satisfactorily resolved at
that level. Potential offerors not already on the source list may
request to be placed on the list by submitting a request to the
Contract Specialist at the address listed above. Requests should
indicate whether the concern is: large, small, US or foreign
owned/controlled, and it should specify a point of contact and
applicable mailing address and phone number. For this acquisition, a
concern will be considered small if its annual receipts do not exceed
$18 million. The Air Force is maintaining this list for informational
purposes only. Neither this DRFP nor the eventual RFP will be
