301/713-0806 The National Oceanic & Atmospheric Administration (NOAA)
has a requirement for the procurement of real-time Acoustic Doppler
Current Profilers (ADCPs), qty 2; 10 MB internal memory module, qty 2;
and pressure sensor, qty 2. These ADCPs shall be used as part of a
Physical Oceanographic Real-Time System (PORTS) to be installed in
Galveston Bay, Texas. The following are the minimum performance
specifications required to meet the National Ocean Service (NOS)
program requirements. The ADCPs shall be capable of providing one (1)
meter vertical depth cell resolution over 80% of the water column in
depth ranges of 10 to 20 meters. This specification shall consider
depth loss due to acoustic blanking range and acoustic side lobe
interference. The estimated uncertainity of a 6-minute ensemble of the
horizontal components of current velocity for each depth cell shall be
+ or - 3cm/s. The instruments must operate from DC power, 30 volts or
less, with an average power requirement of less than 3 watts. The
instruments must also have an integrated compass, tilt sensor, pressure
sensor, and a temperature sensor. The output data stream shall provide
an emsemble average based on a user selectable number of pings in a
binary data format which is stored in internal memory and transmitted
at selected intervales. Communications with the instrument shall be
user selectable serial RS232, RS422, and RS485 format. The ADCPs shall
be capable of operating with a standard 7-conductor well logging cable
for both power and signal. The instrument's electronics must be housed
in a molded composite plastic pressure housing. The external height of
the housing shall not exceed 36 cm because the instrument shall be
deployed in a low profile, trawler resistant bottom platform. The
maximum weight of the instrument shall not exceed 15 kg to facilitate
diver retrieval. The instrument's measurement technique employed by the
ADCP must be one that has proven performance and reliability. All
responsible sources interested in this procurement can request a copy
of the solicitation. See Note #1 regarding Small Business Set-Aside.
