The Government intends to extend the ordering period to its Air Force Networking Capabilities (NETCAP) Contract F19628-90-D-0018 with Infotec Development Incorporated of Costa Mesa CA for three months, 10/01/95 - 12/30/95. This extension does not increase contract ceiling price. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals, but rather, notice of a bridge contract extension to provide coverage until such time as the Air Force's Intelligence, Command, Control, Communications, and Computer Integration (IC4I, formerly ICARDS) contract has been awarded and fully/operationally implemented (NOCA for IC4I RFP published in CBD 27 Oct 94). The Government anticipates that if a new competitive solicitation were required for the NETCAP extension, an award would not be achievable within the existing time constraint. The NETCAP contract provides for the consolidation of multiple contractor Intelligence Data Handling Systems (IDHS) Local Area Network (LAN) and workstation efforts under one contract, and facilitates migration to a common product baseline satisfying Defense Intelligence Agency (DIA) security requirements, using industry, national, and international standards. Contract extension is necessary in order for the Government to maintain/ensure continuity of vital services supporting national-level intelligence requirements prior to the award and implementation of the IC4I contract. Award of the three-month extension will be made NLT 30 September 1995.
