A -- MINIMUM RESOLUABLE CONTRAST (MRC) TESTER POC (RDPC) Marsha Koehn, Contract Specialist, AMSMI-RD-PC-GX, 205/876- 7499, Jimmie Ray, Contracting Officer, 205/876-2644, Synopsis Number R158-95. The U.S. Army Missile Command will purchase a target projection system with multiple independently selectable targets for the determination of minimum resolvable contrast (MRC). Background - Video camera to be evaluated: Silicon CCD embedded in a military tactical subsystem, spectral response 0.4 to 1.1 micron, field-of-view 2.67Hx2.0V deg, entrance aperture 3 inches, path distance from camera collecting lens to exterior point for target projector 20 inches, distance between subassembly window and target projector 10 inches. Detail Requirements: (1) A self supporting target projector system with dual independently controlled high intensity sources, i.e. target illumination and background illumination. (2) Independently controlled color temperature: 2500 to 3100K. (3) Brightness variable from 100 to 10,000 ft-lamberts for either source. (4) Target contrast ratio variable from 0 to 95 percent without altering color temperature. (5) Projected field angle must be geater than or equal to 1.1 degrees. (6) Resolution over field greater than 800 lines. (7) Target assembly to contain 8 manually selectable positions. (8) Targets: 4 bar ''recognition'' targets (based on the Johnson criteria) vertically oriented, 7:1 aspect ratio; single target per position, spatial frequencies: 0.41, 1.64, 3.28, 4.51, 5.74, 6.56, 7.38, 8.20 cycles/mr+/- 0.005 cycles/mr. (9) Dual lamp controller 19'' rackmounted. (10) 100 percent duty clcle operation at full intensity, with no degradation to performance. (11) Input power 120 VAC, 60 Hz. (12) System calibrated against NIST. (13) The deliverable system must be a Non Developmental Item (NDI). The vendor must demonstrate that at least 3 such systems have been previously produced and sold. Delivery 90 days ARO. All responses from responsible sources will be fully considered. No telephone requests for solicitation package will be accepted. Requests for solicitation shall be made within 15 calendar days of this publication in writing to Commander, U.S. Army Missile Command, ATTN: AMSMI-AC-MOD, Redstone Arsenal, AL 35898-5280. (0172)
