Management (PGM) Services Contracts for multiple Internal Revenue
Service (IRS) Customer Service Centers (CSCs). The resultant
contract(s) will be for a minimum one (1) year period. The contract(s)
may be extended at the option of the Government for up to four (4)
additional one-year periods. The amount of services to be provided may
vary depending on project authorization, funding, program
requirements, etc. Cumulative fees for the contract(s) will not exceed
$6,500,000 in any one-year period. Program Management Definition:
Program Management encompasses professional, managerial, and
administrative support activities required to plan and execute major
capital projects. These services cover the entire scope of design and
construction support activities, some of which are often performed by
both Construction Managers (CMs) and Prospectus Development Study (PDS)
contractors. In contrast to CMs and PDS contractors, Program Managers
(PGMs) have a wider scope of responsibility and are involved over a
longer span of a project's life-cycle than either CMs or PDS
contractors. Summary of Responsibilities. The PGM shall be an extension
of the GSA (Government) forces, acting in the Government's best
interest at all times. The PGM shall provide GSA with sound management
advice regarding the approach to the project, how to achieve the best
value in the work being accomplished, necessary actions, schedule
control, alternative ideas, problem/claim prevention, and budgeting.
The PGM shall have a full understanding of the Project, its contract
documents, and the principles of Federal construction Contracting and
Contract Administration. The PGM responsibilities shall also include
monitoring and coordinating all project work activities and information
within and among GSA, IRS, and all contractors throughout the duration
of the project, with appropriate utility companies, State/Local
Governments, approval agencies, and other individuals or organizations
that have a mutual or legal interest in the poject. Coordinate the
project's planning, design, construction, and inspection such that
these activities are on schedule and within or under
budget.Expeditiously resolve to the GSA PM's satisfaction, any problems
thatarise from lack of either coordination or design/field direction.
ProjectSummary: The project consists of the potential construction of
3 new Internal Revenue Service Customer Service Centers and the
renovation of 2 existing IRS facilities into CSCs. The new CSCs are to
be located (one each) in Philadelphia, PA; Fresno, CA; and Chamblee
(Atlanta), GA. The renovated CSCs are to be located (one each) in
Andover, MA and Brookhaven, NY. The Philadelphia and Fresno CSCs may be
building purchase/renovation projects in lieu of new construction
depending on the availability of suitable existing buildings to
accommodate program requirements. This contract with its delivery
orders provides for the development of approximately 36,491 gross
square meters (gsm) of new office space, and 1,520 parking spaces in
Chamblee, GA; 36,421 gsm of new office space and 1,420 parking spaces
in Philadelphia, PA; 36,480 gsm of new office space and 1,622 parking
spaces in Fresno, CA; 33,998 gsm of renovated office space and 1,710
parking spaces in Andover, MA; and 33,214 gsm of renovated office space
and 1,729 parking spaces in Brookhaven, NY. When the program is
complete, the sites will accommodate a total Government employee
population of approximately 14,277 persons. The Customer Service
Centers will be designed and constructed in metric units. All support
activities related to the PGM contract(s) will also require use of
metric units. Project History and Status: The IRS is initiating its Tax
System Modernization (TSM) initiative, a housing program under which it
proposes to convert 5 of its 10 existing tax processing centers into
modern major automated CSCs and automating the 5 remaining tax
processing centers. Currently, the IRS operates 10 tax processing
centers and other small ``walk-in'' type CSCs scattered in various
locations around the country. In order to accommodate the housing
requirements of the new IRS operations, the General Services
Administration (GSA) is proposing the 3 new CSCs and the 2 renovated
CSCs. The projects are in various stages of development. The Atlanta
CSC has been authorized and is pending design development while the
remaining centers are in the program development stage. The Atlanta CSC
is planned for design development in late 1995 and design-build award
in April 1996. The remaining projects are scheduled for design award in
late 1996 and construction award in 1998/1999. Goals and Objectives:
The following items represent the Government's major goals and
objectives for this program: Tenant Satisfaction - Deliver all space
needs within the parameters established by the Government. Keep the GSA
Project Manager (PM) and client agency (IRS) fully apprised of the
project status and involved in those decisions which impact delivery of
their space. Cost Containment Construction costs, established during
the project planning phase, shall be based upon programming directives.
Project costs must be verified against private sector historical data
to insure comparability. Approved project budgets must be maintained
throughout the design and construction phases
withconstruction/design-build award not exceeding budget limitations.
Timeliness - Ensure that all 5 CSCs are completed and operational by
calendar year 2001. Quality/Program Goals - Provide architecturally
significant, ``Class-A'' commercial office buildings, offering
innovative technologies/features to support improved occupant
productivity, energy conservation, space flexibility, reliable systems
operation, low maintenance and seismic safety. Other goals and
objectives are contained within the Design Program (Atlanta) and
Prospectus Development Studies (other locations). Legal/Regulatory
Compliance - Adhere to all Federal Procurement Regulations in the
delivery of this project. Project Services: As part of the contract,
provide a wide range of management, administrative, professional, and
procurement services. Services under this contract(s), at the
Government's option, would consist of Design Phase Services,
Procurement Phase Services, and Construction Phase Services. The PGM
must maintain a team with the expertise and capability to manage and
coordinate the timely and orderly development of the proposed project.
The contractual requirements of the project include, but are not
limited to providing those management, administrative, professional,
and procurement services to deliver: Site procurement and related
clearances; Environmental Impact Assessments and/or Study; Development
of Customer Agency Requirements; Design Programming; Procurements
and/or Delivery of Project Design(s); Scheduling and Budgeting;
Procurement of all Construction; Construction Management and
Inspection: Interim Customer Agency Relocations; Comprehensive Tenant
Occupancy; ``Commissioning'' and Turnover to Designated Facility
Management Staff; Procurement of Technical Services; Acquisition of
ADR/Partnering Consultant. Program Services/Deliverables: The following

Oversight; Program Compliance; Program Reporting. Project

Design Program Revalidation. Project Staffing: The PGM, when assigned
a delivery order for services, will provide professional, technical,
administrative and clerical personnel as needed to perform all required
services under the delivery order. The PGM will be required to assign
a team consisting of programmers, architects; civil, structural,
mechanical and electrical engineers; cost estimators; CPM analysts;
inspectors; secretarial support; accountants and other disciplines.
Testing engineers/technicians and on-site quality control inspectors
must be available on an as-needed basis. Submission Format: Firms
having the capabilities to perform the services are invited to submit
a letter of interest along with completed SF 254 (SF 254 must be
submitted for all consultant) and SF 255 to the procurement office
listed above. All SF 254's must be current reflecting a date not more
