Architect-Engineer (A-E) Services are required for the investigation of existing conditions, updating of drawings, preparation of computer models, and preparation of a report with recommendations pertaining to the base electrical power distribution system. Protective device coordination, fault current analysis, voltage stability, power factor, and alternate loop feed configurations are to be evaluated. A complete survey of the system and preparation of as-built drawings accurately reflecting the configuration of the distribution system is required. A detailed report with recommendations for system improvement and suggested phases of construction with projected costs is required. Performance period for Firm Fixed Price construction contract awarded as a result of this solicitation will be 180 days after receipt of Notice to Proceed. Invitation for Bid (IFB) is limited and will be furnished to the requester on a first received, first served basis until supply is exhausted. Telephone requests will not be honored. The issue date will be on or about 14 July 95 with bid opening date 30 days after issuance. The magnitude of this project is between $100,000 and $250,000. This action is being considered for 100% set-aside for Small Disadvantaged Business (SDB) concerns. Interested SDB concerns should notify our office, in writing, of their intention to bid on the project as a prime contractor as early as possible but not later than 28 July 95. This notification must include a positive statement of eligibility as a small socially and economically disadvantaged business concern, evidence of capacity to obtain required bonds, and specific information which demonstrates the capablity to perform projects of this complexity and magnitude. Complete information concerning management experence in similar work and financial status should be submitted with references. If adequate interest is not received from SDB concerns, the solicitation will be issued on an unrestricted basis without further notice.
