Processing and Environmental Technology Laboratory (PETL). Sandia
National Laboratories/New Mexico (SNL/NM) intends to contract for
Architect-Engineering (A-E) services, subject to the availability of
funds, to provide pre-design services, to include review of existing
conceptual documentation and preparation of project design criteria,
with the option to prepare the design (Titles I, II, and III) for the
PETL. This facility will focus research, development and production
support activities required to address environmental, safety, and
health issues in the nuclear weapon production complex and at SNL. The
facilty will collocate activities dealing with materials and processes
research, materials support for stockpile surveillance, analytical
support for production of non-nuclear components, and maintenance and
dismantlement of weapons. Qualified firms shall have demonstrated
experience with: energy efficient design, structural design for
vibration-sensitive equipment, the DOE order for design for natural
phenomenon hazards, chemical/physical laboratories, chemical storage,
sophisticated energy management control systems (EMCS) (full direct
digital control), and corporate standard communications and security
alarm systems. A mandatory requirement for this project is that the
contractor have the proven capability of preparing CADD files in
Intergraph Microstation v. 4.0 or later and Project Architect v. 4.1.2
or later. The building will be a multi-story facility with an
estimated floor area between 100,000 and 200,000 gross square feet. The
estimated cost for construction of the PETL is between $20 and $25
million. A firm fixed price A-E services contract is anticipated. The
project design is estimated to be approximately 5% civil, 25%
architectural, 20% structural, 25% mechanical, 20% electrical, and 5%
EMCS. All interested firms should submit a letter of interest together
with seven (7) copies of a proposal, including standard forms SF254
and SF255, within 30 days of this notice. The technical proposals will
be evaluated and scored by a committee of Sandia personnel based on
the following specific criteria which indicates the maximum number of
points to be awarded for each item. The maximum total available number
of points is 1000. 1) Technical ability and relative experience of the
Project Design Team, including Project Manager (100 points); 2) Lead
Civil Engineer/Civil Team (25 points); 3) Lead Architect/Architectural
Team (100 points); 4) Lead Structural Engineer/Structural Team (75
points); 5) Lead Mechanical Engineer/Mechanical Team (150 points); 6)
Lead Electrical Engineer/Electrical Team (150 points); 7) Team
organization and roles and responsibilities of key personnel (50
points); 8) CADD capabilities and experience of the firm and all
subcontractors with the noted software with projects of similar size,
magnitude, and complexity (100 points); 9) Quality practices and
quality assurance procedures (50 points); 10) Facility programming,
end-user requirements and building systems definition procedures (150
points); 11) Schedule and cost control procedures (50 points). All
