DISLOCATED WORKER DEMONSTRATIONS FUNDED IN PROGRAM YEAR 1994 Sol

219-8706, John M. Steenbergen, Contracting Officer. The U.S. Department
of Labor, Employment and Training Administration (DOL/ETA) is
soliciting proposals to evaluate the four demonstration projects
initiated in Program Year 1994 pursuant to Section 325 of the Job
Training Partnership Act. The objective of the demonstrations is to
encourage and promote alternative service strategies for dislocated
workers that result in effective delivery of services with positive
outcomes. The demonstrations are Job Development Broker; Career
Management Accounts; Health Workers Retraining Program and
Specialized/Target Dislocated Worker Services. The period of
performance for the evaluation of the Job Development Broker, Health
Care Workers Retraining, and Specialized/Target Worker Services
demonstrations is eighteen (18) months from the date of execution. The
period of performance for the evaluation of the Career Management
Account demonstration is thirty (30) months from the date of execution.
If the demonstration grant is extended, DOL/ETA may, at its option,
extend the contract for that project's evaluation for twenty-four (24)
additional months. The requirement is a 100% small business set-aside.
The SIC Code is 8742 with a size stnadard of $5,000,000. Requests for
Proposals will be available upon written request only, approximately 15
days from the date of publication, on a first come, first-served bsis
until the supply is exhausted. It is anticipated that up to four
contracts could be awarded for evaluation of the demonstrations. An
offeror may bid on any or all of the four demonstration evaluations.
Telephone requests will not be honored. For requests made after the
supply is exhausted, the Contracting Officer may determine whether
payment of a fee is warranted. The fee will not exceed the actual cost
of duplication of the solicitation documents. Closing date for receipt
of proposals will be August 18, 1995 at 2:00 p.m. local time. Requests
must cite RFP-DAA-95-42 and must include two self addressed labels.
Failure to enclose labels may cause delay in receipt of the
