745. Provide all labor, material, equipment, transportation and
supervision required to fabricate 45 radial guy wire gradient cones.
The cones are required where fiberglass insulator rods are connected to
an energized cable such as a top loaded element (TLE). The top loaded
elements on each tower shall be lowered into the tower for the
replacement of the broken or existing cones. The tower will be
energized during all repairs. Install new pre-formed dead end grips
(PLPs) on all radial guys at USCG LORAN Stations Gillette, WY and Boise
City, OK. All gradient cones as these sites will be replaced. Each
tower has 12 top loaded elements that contain one gradient cone.
Previous experience on at least four LORAN towers, 700 ft. or greater
is required. Project supervisor must have worked on at least five
projects dealing with lowering and raising guy wires. All workers must
have worked on at least four energized towers in excess of 600 ft.
This procurement is estimated between $25K and $100K and is open to
large and small businesses under the Small Business Competitiveness
Demonstration Program. The applicable SIC code is 1623. Bid opening is
on/or about 10 August 1995. Completion time is 45 DANTP; however,
actual repair must be completed in two days. NO TELEPHONE REQUESTS.

The DOT bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
