Fish & Wildlife Service, Region 2, seeks bids for construction (remodeling) of an office space addition, approximately 3000 square feet in floor area at the Santa Ana National Wildlife Refuge in Alamo, Texas. The work entails removal of existing concrete floor at breezeway, plumbing, heating, ventilating, and air conditioning equipment from the mechanical equipment room. The remodeling entails enclosing the breezeway with walls (roof exists) and convert space in the breezeway and mechanical room into office space. The alternative bid item is for installation of ceramic floor and wall tile in two adjacent rooms, installation of approximately 270 square yards of floor carpet, and approximately 740 lineal feet of resilient vinyl. The estimated range is between $250,000 and $500,000. Bid, performance, and payment bonds will be required. This is a labor surplus area (LSA) set aside. The LSA stipulation is that an offeror agrees to perform substantially in the LSA when this can be done consistent with the efficient performance of the contract and at prices no higher than are obtainable elsewhere. The offeror agrees to use its best efforts to place subcontracts in accordance with this policy. The solicitation package should be available on or about 7/28/95.
