Spruill The Atlantic Division, Naval Facilities Engineering Command, Norfolk, Virginia intends to acquire Operation and Maintenance Energy Services (OMES) for various areas in Southeast and Northern VA. The work to be performed includes various buildings,survey reports and the replacement of existing fluorescent lamps, ballasts, and exit signs with energy efficient fluorescent lamps, electronic ballasts and LED exit signs by means of two indefinite quantity contracts. The surveys shall determine thenumber of ballasts, fluorescent lamps, and exit signs in the building. A life cycle analysis shall be performed to determine the payback period for the light fixtures to be replaced. The reports will provide data on light fixtures in each building.Once the reports are submitted, the actual replacement work will be administrative areas to large multistory administrative areas. There will be security requirements in some of the buildings. These are indefinite quantity type contracts for a baseperiod of one year with an option for one additional one year period. Total duration not to exceed twenty-four (24) months. This solicitation is now 100 percent Small Business Set-aside. The Small Business size standard is $5,000,000 under Code 8999. In the event adequate response is not received from Small Business, this solicitation will be amended as unrestricted after the closing date of 28 June 1995 and a new closing date will be established. Specifications are available on a first come,first serve basis. Verbal requests will not be accepted.
