The Dallas Office of the Resolution Trust Corporation (RTC) is seeking to identify a prospective contractor to pprovide various technical advisory services for the various receiverships under its control. The required services will include, but not be limited to: a) Phase I/II/III Environmental Site Assessments & Remediation Project Technical Report Reviews; b) Drafting of Statements of Work for Phase II/III and Remediation Projects; c) Reviews of Remediation Escrow Release Requests; d)Receivership Termination Compliance Reviews; and e) Environmental Policies and Procedures Compliance Reviews. Prospective offerors should be experienced in all of the following: (1) managing environmental issues in real estate sales transactions and foreclosures; (2) regulatory interaction on behalf of real estate clients; (3) expertise with UST, Asbestos, Landfill and other hazardous material regulations and remediation technologies; (4) understanding of RTC's standardized Phase I & Supplemental Phase I scopes of work including RTC's special resource documentation requirements; (5) understanding of RTC six part asset file reviews; and, (6) experience with TNRCC LPST reimbursement application preparation and tracking. The successful offeror will be required to maintain an office in the Dallas metropolitan area to perform these services. Responses to this notice must be prepared in the form of a letter (maximum two (2) pages) on official company letterhead and signed by an officer of the company, including the solicitation number 0760-95-0091, and the company's tax identification number. The letter should, additionally, describe the firm's specific qualifications and expertise to perform the services described above. You must also indicate whether your firm is a minority or women-owned business. It is the intent of the RTC to distribute a solicitation to all qualified respondents to this advertisement.
