R -- LOGISTICS, ADMINISTRATIVE, SECURITY AND SCIENTIFIC TECHNICAL INFORMATION SOL 1-120-GC.1260 POC Kelann L. Bielick, Contract Specialist, 804/864-2926. Langley Research Center (LaRC) will issue RFP 1-120-GC.1260 on or about the middle of August 1995 to solicit proposals to furnish the necessary resources to provide Consolidated Logistics, Administrative, Security and Scientific Technical Information Support Services. The service to be provided includes the following: logistics (transportation and warehousing, vehicle maintenance, moving service, carpet installation, supply and stockroom operations, property utilization/reutilization and disposal, shipping and receiving, equipment management, and metallurgical quality assurance/inspection), administrative services (processing and distributing mail, centralized correspondence and records management, centralized telephone operations, word processing, and files maintenance), security support (uniformed officer, dispatch, locksmith, visitor control, personnel security, and automated information security), and scientific and technical information technical editing, graphics, reproduction, packaging and distribution, film processing, central library, and video operations. A cost-plus-award-fee contract is contemplated with a total potential period of performance, (including options) of 5.5 years, commencing on March 28, 1996. A preproposal conference will be conducted at LaRC, the date, time, and place to be specified in the RFP. The proposal due date is estimated to be 45 days after the RFP issue date. It is anticipated that 100% of the work under the this contract will be accomplished under ''completion'' form of contract as defined in paragraph 16.306 (d) (1) and (2) of the FAR, and will be ''performance-based'' with the contractor performing and being evaluated against specific performance standards/metrics. Each offeror will be responsible for proposing the staffing required to achieve optimal contract performance, no Government estimated staffing or level-of-effort will be specified in the RFP. Government direction will be limited to that prescribed in NASA FAR Supplement Clause 18-52.242-70, Technical Direction, dated September 30, 1993. The proposed procurement is a 8(a) set-aside. The SIC code for this procurement is 8744 and the small business size standard is $20M in average annual receipts for the previous 3 years.
