The proposed contract is a 100% set-aside for small business concerns;
small business size standard: SIC 7389/$3.5. The FBI is soliciting
proposals for an one-year indefinite-delivery (REQUIREMENTS) contract,
with four one-year renewal options, for forensic examinations and
training services. Services include: examiner of questioned
photographic evidence, examiner instructor, forensic photographic
research, examiner advisor, and expert witness in the forensic
discipline of Forensic Photography. Offerors must specialize in
photographic facial identification, comparative analysis between items
of evidence and items appearing in questioned photographs, film
identification, camera identification, infrared and ultraviolet
photographic processes, micro and macro photography, electronic
imaging, close-range photogrammetry and knowledge of laws, rules, and
standards pertaining to the handling of evidence. Performance of work
must be within the FBI's Laboratory Division, Washington, D.C. For more
details regarding this requirement, offerors should submit written
requests for RFP-6845 within fifteen (15) calendar days of this
