433-4089 Electronic Military Personnel Records System (EMPRS).
Acquisition of an all electronic information system for processing,
storing and distributing digital images as well as ASCII data. Will be
released on the NISMC Bulletin Board System (BBS) in the 3rd or 4th
quarter of fiscal year 1995. System shall support all Selection Board
activities, processing of officer fitness reports (FITREPS) and
enlisted evaluations (EVALS) and be responsive to approximately 1,100
on-line users. It shall generate COM fiche for remote users and
archival purposes, automate image processing at the Naval Reserve
Personnel Center (NAVRESPERSCEN) in New Orleans, and link NAVRESPERSCEN
to the Bureau of Naval Personnel (BUPERS), Millington, TN, when BUPERS
is activated there. In the interim, a means to deliver digital images
and associated index data to the Military Personnel Records Systems
(MPRS) installation at BUPERS, Arlington, VA shall be provided.
Resources include COTS hardware, COTS software, software
development/integration, training, documentation, and installation.
This is considered to be a complex System which will be installed,
tested and accepted during a 3 year contract period to end in 1998. RFP
and related documents will be available and issued electronically
through the NISMC Bulletin Board System (hard copies will not be
mailed). The bulletin board telephone number for downloading the RFP is
(202) 433-3405. Vendors are able to dial-in access to the BBS and an
individual can self-register (provide name, password and other details)
and is permitted to ''download'' the RFP and related information. To
access, set your communication package to an asynchronous, ASCII
(VT100) mode, with 8 bits, no parity, 1 stop bit (8N1). Download
protocols supported by the BBS include: XMODEN, YMODEM, YMODEM BATCH,
SEALINK, KERMIT, SuperKERMIT, and ASCII. The RFP is in two formats,
ASCII and wordperfect 5.1. The two versions contain the same
information but, due to the limitations of ASCII, bolding and
underlining are not supported in the ASCII files. All files are in a
self-extracting, zipped from and end with an ''EXE'' extension. If
files do not self- extract, a problem has occurred in the file
download. The usual solution is to try to download it again. To restore
the file to its original size, just type in the download file's DOS
name without the ''EXE'' extension. If problems are encountered in
downloading the RFP, please contact Mr. Jack Rymer at (202) 433- 4535.
Telephone request/responses will not be accepted. RFP questions or
inquiries must be submitted in writing on a 3.5 inch floppy diskette.
The diskette must be IBM and MS-DOS, Version 3.2, compatible in Word
Perfect 5.1 format (hard copies will not be excepted). Print shall not
be smaller than courier 10 CPI). Viewing of the Bidders Library will
be permitted until 10 working days prior to proposal due date. To
