National Institute of Standards and Technology (NIST) intends to enter
into a sole source contract with Dynamic Isolation Systems, 3470 Mt.
Diablo Boulevard, Lafayette, California under the authority of 41
U.S.C. 253(c)(1) - Only one responsible source, to provide twenty-nine
(29) elastomeric base isolation bearings. These bearings will be used
in part of an experimental NIST program to evaluate test methods for
seismic base isolation systems in the United States. Dynamic Isolation
Systems is the only known domestic company which has the demonstrated
capability and technical expertise to produce elastomeric bearings
meeting the restrictive geometric and material property requirements.
The rubber compound used in the bearings shall be a high damping rubber
(HDR) formulation meeting specific criteria for damping, compression
set, shear modulus, ozone resistance hardness. The equivalent viscous
modal damping of the isolation bearings shall be at least 10% of
critical damping, but not greater than 25% of critical damping at the
maximum shear strain. Specific dimensional tolerances must also be met.
The delivery of the required bearings is required one hundred and
twenty (120) days after the date of contract award (FOB Destination -
Gaithersburg, MD). This notice of intent is not a request for
competitive proposals. Written responses shall contain sufficient
documentation to establish a bonafide capability to fulfill the
