Institute of Standards and Technology (NIST) intends to negotiate on
a sole source basis under the authority of 41 USC 253(C)(1). The
supplies and services required by the Agency are available from only
one responsible source and no other supplier will satisfy the needs of
the Agency. It is anticipated to negotiate with the sole provider,
Hughes Associates, Inc. 6770 Oak Hall Lane, Columbia MD for evaluation
of data collected in support of the study regarding the trade-offs
between active and passive fire protection strategies. The contractor
shall provide an individual with an evidenced B.S. degree in Fire
Protection Engineering or a related discipline from an accredited
University and membership in the Society of Fire Protection Engineers.
The contractor shall support the Government in the design of a
document which will be used to focus the retrieval of detailed
information on the performance and reliability of fire detection
systems, and fire rated construction from a number of public and
private databases. The document must be sufficiently clear that there
is a reasonable expectation that data obtained from different sources
can be merged to provide a consistent result. This will require that
the type and form of the data contained in these databases as well as
the eventual methods of analysis be considered. The contractor shall
provide the resources needed to search the databases to which the
project staff have been granted direct access and to extract the data
needed to address the issued identified in the survey document. The
contractor shall further coordinate with other groups who are
extracting data from sources to which the project staff does not have
direct access in order to facilitate the merger of the results. The
contractor shall analyze the data collected in order to address the
issues of operational reliability of fire protection systems in the
most quantitative manner possible. The analysis shall further attempt
to quantify the degree to which fire detection, fire suppression, and
construction systems interact to address the objective of fire codes.
The contractor shall support the Government in the writing, review,
editing and production of the required Report to Congress detailing the
results of this effort. The contractor shall assist in the development
and presentation of talks and seminars on the project and the results
obtained therefrom to appropriate audiences as requested by the
Government. Interested offerors may identify their interest and
capability to respond to the requirements by submitting a capability
statement. The capability statement must provide adequate information
to allow evaluation of the personnel qualification and corporate
experience in this area. All of the above must be provided for the
Government to consider whether to open this requirement for
competition. This notice of intent is not a request for competitive
proposals. However, all ''capability statements'' received within 45
days after the date of this publication in the Commerce Business Daily
will be considered by the Government. A solicitation is not available.
