M -- OPERATIONS, MAINTENANCE AND SUPPLY SUPPORT EUROPE FOR 5TH SIGNAL COMMAND SOL DAEA32-95-R-???? This is a presolicitation notice for the Operation, Maintenance and Supply -Europe-5th Signal Command (OPMAS-E). The U.S. Army Information Systems Command intends to procure non-personal services for operation and maintenance (O&M) of Government Owned-Contractor Operated (GOCO) facilities in Mannheim Germany and throughout central Europe. The following functions are supported through OPMAS-E: Area Maintenance and Supply Facility (AMSF), Air Traffic Control (ATC), Environmental Direct Support Maintenance (EDSM), Maintenance Support Teams (MST), Armed Forces Television Maintenance (AFTV), Antenna Maintenance Activity (AMA), EUCOM Services, Fixed Shop, Standard Theater Army Command and Control System-Europe (STACCS-E), Supply Operations (excluding SCIA), Small Computer Issue Activity (SCIA), Defense Information Infrastructure Facilities (DII), Quality Control, Production Control, Operations Control Center, Telecommunications Centers (TCC). The following are options for OPMAS-E support: Property Book Account, O&M Defense Satellite Communications Systems (DSCS), Maintenance of Data Processing Installations (DPI's), Operation of DPI's, O&M of Defense Red Switch Network, Operation of Telecommunications Centers, O&M of DII. The highest security classification related to this effort is expected to be Top Secret (TS). The requirement consists of a base year plus four one-year options beginning on or about 1 October 1996. NO SOLICITATION IS CURRENTLY AVAILABLE FOR RELEASE. The RFP (to be released at a later date) will be paperless and will be released using the Electronic Bulletin Board System (EBBS). The Draft Statement of Work (SOW) placed on the EBBS will allow offerors an opportunity to successfully upload/download documents and to correct any hardware and software problems encountered when interfacing with the EBBS prior to the actual RFP release. The Draft SOW will be in MS Word and will be on the EBBS on or about 7 July 1995. Industry comments on the SOW and Specifications are requested. It is also intended to release a Draft RFP prior to the Final RFP. The Draft RFP and Final RFP will contain files in both MS Word and Microsoft Excel. A computer with a minimum of 8MB Ram, preferably 16MB, is recommended. The Bulletin Board can be accessed by dialing the EBBS, using any communication program, ANSI VT00 or RIPGRAPHIC. The first time you login you will be given 30 minutes of access time.
