Richmond, Contracting Officer, ASU-360B, 202/267-7851 The United States Department of Transportation (DOT), Federal Aviation Administration (FAA), plans to award a firm-fixed-price contract for the development and conduct of a nationwide public information/relations campaign designed to inform the American public as to the advisability of the use of child restraint devices onboard commercial air transport airplanes. Pursuant to 49 U.S.C. 40110(b)(2)(E), award of the prospective contract will be via limited competition among selected, qualified firms. The contract period of performance shall be approximately 12 months. Under the prospective contract, the successful offeror will be responsible for all aspects of campaign development, management, and implementation. Specific contractor responsibilities shall include, but not be limited to: message design and development; development and production of informational materials in both print and video media; market/demographic analysis associated with cost-efficient information targeting; development, management and conduct of a nationwide media relations campaign to include news conferences, video news releases, placement of materials in national and regional publications, and the identification/scheduling of speaking appearances by key FAA officials; and the conduct of efforts to obtain the support and participation of various interested parties (e.g. aviation and airlines industries, restraint device manufacturers, etc...). Firms believing that they possess the extensive public relations experience and nationwide capability necessary to the conduct of a campaign such as that described above may submit capabilities packages to: Federal Aviation Administration, Resource Management Branch, ASU-360B, 800 Independence Avenue, S.W., Washington, D.C. 20591, Attention: Mr. Kyle Richmond. All such packages must be received within 10 days from publication of this notice and shall include: a brief (2-3 page) letter outlining agency capabilities, including a listing of offices nationwide; information regarding the experience of principal agency management personnel; a list of current clients, including governmental entities, and a one sentence description of the type of work performed for each such client; and a case study, or similar information, illustrating the agency's work on a particular public information campaign. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
