Eskenazi, 301/443-2696 The proposed procurement is Set-Aside 100 percent for Small Business participation and the size standard is 5 million dollars. The purpose of this procurement is to provide research and administrative support services for the Office on Aids, NIMH. This contract is multi-task oriented and the support requirements shall include writing, editing, and documentation preparation; information retrieval and manipulation; information and publication dissemination; and maintenance and/or development of slides, graphics and design materials. This contract shall provide that the Contractor perform a specified range of effort for various tasks needed by the NIMH. The Office on AIDS routinely receives requests on an average of 2 per day for information from the Office at AIDS Research with 2-3 deadlines. The requests are broad in scope and complexity, ranging from numbers of grants in the portfolio to very complex budget spreadsheets and narrative for budget justification. All grants and contracts within the office are coded with 3-4 AIDS coding groups. The Contractor must have the capability to retrieve data on these projects by any of the coding mechanisms or grant/ contract mechanisms and sorted a variety of ways to respond to inquiries and requests. There are ongoing quartely reports, detailing each grant/contract, coded by various mechanisms and the dollars associated with each mechanism. The following areas are of particular interest to the Office on AIDS: knowledge of NIH/NIMH data systems such as GRASP, QnA, IMPAC, IMPAC II, Internet, Oracle; complex information retrieval; ability to integrate spreadsheets into Lotus; ability to perform with short turnaround times (range of 2 hours - 2 weeks).A sixty month cost reimbursement type contract is anticipated. RFP #NIMH-95-OD-0005 is scheduled for issuance on or about 15 days after publication of this notice and will close approximately 30 calendar days therafter.
