POC Ida Cofield, Purchasing Agent, (202) 283-1162. the Internal Revenue
Services intends to award a Purchase Order on a non-competitive basis
to Legent Corporation for fifteen (15) days of training as follows;
Description of tasks - Task 1 - Endevor/MVS for Application Developers
Training Services; The contractor shall provide training services
which include possession of technical expertise in the Endevor/MVS for
Application Developers. This technical expertise is intended to permit
the understanding and/or development of Endevor/MVS System, Software
Management Concepts, Software Life Cycle Automation, Software Life
Cycle Reports, Batch Request, Change Packages, Automated Configuration
Management, Component Validation and Package Shipment. Description of
Deliverables - Task 1 Deliverables On-site Endevor/MVS for Application
Developers training services by one Legent Corporation representative
for one day as mutually agreed to. The one day will consist of eight
hours of available work time with the hours mutually agreed to.
Acceptance Criteria; The Contractor shall be present at an Interal
Revenue Service site for the hours per day agreed to and the specific
date agreed to by the contractor and the government. The technical
expertise provided shall be sufficient and technically accurate so that
the Endevor/MVS for Application Developers training services can be
performed. Standards of Performance; The contractor shall adhere to all
performance standards and all other applicable Internal Revenue Manuals
(IRMS), Federal Information Publications (FIBS), and Treasury
Directives (TDS) as necessary. Schedule for Performance/ Delivery; The
dates for training services shall be mutually agreed between the
consultant and IRS. The hours for each day of training services are as
mutally agreed between the consultant and IRS. Government Furnished
Property (GFP); For the duration of the task the government will
provide the relevant background information and materials necessary for
the effort, as determined by mutal agreement. Upon completion of the
task the contractor will return any such materials to the IRS.
Experience/Required Skills; Training experience in teaching Endevor/MVS
for Application Developers course. Technical experience in using the
Endevor/MVS tool. Location/Travel; Travel associated with the
performance required under this Statement of Work will be reimbursed
within Federal Travel Regulations. All work will be performed at a
designated government site. Security; The consultant shall abide by the
Department of Treasury handbook for Automated Information Systems
Security and Risk Management (TD85-02) regarding provisions for
authorized entrance and exit at the government facility. Period of
Performance; Performance of this task will commence upon arrival at the
IRS site on the first day of training services. The duration of this
task is estimated to be fifteen (15) days. All responsible sources who
can provide and meet the above requirements shall submit written
quotations by July 10, 1995. No solicitation will be issued, therefore
such request for solications will be considered non rsponsive.
Evaluation/Award will be based on the lowest cost alternative from the
technically acceptable offers to the government. An award is expected
to be made by approximately July 24, 1995. All questions must be
submitted in writing and received by facsimile (202/283-1515) or mail.
If no affirmative responses are received by July 10, 1995 the
