(NIST) intends to procure the services of a Contractor to design and
construct an Advanced Chemistry Science Laboratory (ACSL) building on
the NIST campus in Gaithersburg, Maryland. The total requirement for
the new building is approximately 18,000 gross square meters,
consisting of four floors (three laboratory floors plus a mechanical
penthouse), and includes a service corridor for required access to
utilities. Preliminary design concept and mandatory requirements of the
building will be included in the solicitation package. The Government
anticipates that the proposed contract will be a firm-fixed price
contract for the design/construction of the building, with options for
fitout items such as communications raceways, and laboratory fixtures.
The design and construction of the building shall be in metric, and
shall use ''Green'' building concept. The Government anticipates
commencement of the contract in January 1996 and required completion of
the facility by July 1998. A significant evaluation factor will be the
demonstrated experience and past performance of the offeror in
designing and constructing research facilities similar to this
requirement. Requests for the solicitation should be in writing and

on or about August 2, 1995. The total price is estimated to be between
$50,000,000 and $60,000,000. All responsible sources may submit a
