Product Outline: The product is equipment endowed with high reliability and service expandability, and superior economization, and enhanced maintainability that NTT Mobile Communications Network, Inc. (hereinafter called DoCoMo) is planning to use for high efficient data transmission in combination with DoCoMo's digital mobile network system based on PDC high efficient data transmission modulation-demodulation equipment. Basic Conditions of Participation; Any suppliers who manufacture the product and conducts the research and development may participate in this procurement; provided, however, that suppliers who fall under any of the following conditions or who employ any person who falls under (iv) below as their agent, manager, or employee shall not participate in this procurement: (i) suppliers adjudicated to be an incompetent or quasi-incompetent; (ii) suppliers adjudicated to be bankrupt, and who have not yet been reinstated; (iii) suppliers under arrangement, composition, corporate reorganization, bankruptcy or liquidation proceedings; (iv) suppliers who, within the last two years, (a) willfully did poor or faulty work in the manufacture of any products or in any services in the performance of a contract with DoCoMo, or committed any unfair act with respect to the quality and/or quantity of any products supplied thereunder; (b) conspired with any other supplier or suppliers in making any application or obtaining or performing any contract with DoCoMo with an intention to obtain profit unfairly; (c) interfered with any other supplier or suppliers making an application or entering into or performing a contract with DoCoMo; (d) interfered with any personnel of DoCoMo in the performance of their duty, or refused or failed to cooperate with any personnel of DoCoMo in the performance of their duty at any inspection or supervision; (e) failed or refused to enter into or to perform any contract with DoCoMo without a just reason; (f) made any false report or misrepresentation in the procedures of application, conclusion or performance of a contract with DoCoMo, (g) committed any unfair act to interfere with any other supplier or suppliers in competition in DoCoMo tenders; or (v) suppliers who are deemed to have gained unfair advantage in competition as a result of their direct involvement in the preparation of the final procurement documentation and/or technical specifications for this procurement.
