THERMAL WEAPON SIGHT (TWS), AN/PAS-13, PRE-PLANNED PRODUCT IMPROVEMENT (P3I). Sole source to Hughes Aircraft Company IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(b)(1) is applicable. This P3I effort is for the design, development, fabrication, and integration of the following items: -An improved long range telescope capable of recognizing targets out to 3000 meters, -A lightweight, laser rangefinder capable of acquiring targets out to 3000 meters; -A head's up display module capable of displaying thermal imagery and range information; -An improved medium weapon telescope assembly with switchable 15 and 5 degree field of view; -Reduced power consumption via the use of three (3) volt logic circuitry, and -Producibility enhancements to reduce cost and schedule. The TWS technical data package, developed during the Engineering and Mnaufacturing Development (EMD) phase, is under contractor control until TWS production hardware successfully completes Initial Production Testing (IPT). The P3I effort requires intensive mechanical, electrical and electronic interface coordination with the basic TWS design. The TWS design utilizes state of the art diffractive, binary optics in order to meet the stringent weight and range requirements. Only Hughes Aircraft has the engineering and technical expertise required to integrate the operationally required enhancements into the existing second generation thermal weapon sight. The TWS P3I effort is in response to the TWS Operational Requirements Document (ORD) for a laser rangefinder by FY99. This TWS P3I effort shall be completed during the TWS LRIP phase (FY96) in order to support the TWS full and open production award scheduled for FY97. The FY97 full and open production hardware (TWS with P3I) will be fielded in FY98 and FY99. All responsible sources may submit an offer which will be considered. Contract award is expected by 31 July 1995. Delivery of first units/modules is needed by 1 May 1996. Deliverable hardware must survive a man-portable army environment.
