68 -- HIGH DENSITY TEST FLUID SOL 8-P-5-ED-86394 POC Contact Patsy Hoffman, GP26-S/Contract Specialist, 205-544-7040, or Jane Maples, GP25-B/Contracting Officer NASA/MSFC plans to issue a Request for Offer (RFO) for high density test fluid which meets the following salient characteristics -- (1) Specific gravity -4.20 +/- 0.015 (35 lbs/gal) -- Non hazardous environmental waste constituents, if possible -- No detrimental effect on aluminum-lithium material -- (2) Must be capable of being pumped into the Aluminum-Lithium Test Article (ALTA) while a tank ullage pressure of 23.0 psig is maintained -- Elevation head will be 22 ft minimum -- Tank is to be filled from the bottom -- Fill line will be 8 inches in diameter and approx. 200 ft long -- Filling operation shall not exceed 8 hrs -- (3) Fluid shall not hump more than 3 inches during the fill cycle -- (4) Fluid must be capable of being removed from the ALTA by reversing the filling procedure -- Removal process is expected to commence 30 to 60 minutes after completion of the fill operation -- Removal process shall not exceed 6 hrs -- The weight of residual material left in the tank after the removal process shall not exceed 5,000 lbs -- (5) Fluid shall have a pH of 7.0 to 8.0 -- (6) Vendor shall be responsible for providing labor, equipment, and materials to develop proper formulation, transport equipment and constituents, mix constituents, pump fluid, clean up any spillage, and dispose of fluid after test -- Quantity 27,000 gallons -- FOB destination NASA/George C.
