The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Office (DITCO) will issue a draft Request for Proposal for industry review and comment for Defense Information Systems Network Transmission Services - CONUS (DTSC) on or about 14 July 1995. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THE DRAFT RFP OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE DRAFT RFP. The draft RFP defines the services necessary to support Defense Information Systems Network (DISN) users in the Continental United States (CONUS), Alaska, Hawaii, Puerto Rico, Guam and the Virgin Islands. The network will consist of backbone transmission service directly between the Bandwidth Managers (BWMs) and access transmission service between user locations and the BWMs. The services to be acquired will consist of bandwidth at a level no less than T-1 capacity to support voice, data, video and imagery transfer data within the backbone and between the backbone and access areas. The access transmission service requirement has been divided into eight geographical areas. Award may be made to a single vendor or multiple vendors (separate vendor for the backbone and separate vendors for the access areas) on the basis of lowest aggregate cost in accordance with FAR 52.215-34. Industry comments in response thereto should be mailed to DITCO/DTS22, at the address cited below, no later than 11 August 1995. A reading room with related reference material will be opened to coincide with the release date of the draft RFP at the DISN Program Management Office, located at 5111 Leesburg Pike, Skyline 5, 9th Floor, Room 9122, Falls Church, VA. The reading room is AVAILABLE BY APPOINTMENT ONLY from 8:00 a.m. to 11:30 a.m. and 1:00 p.m. to 4:30 p.m., Monday through Friday, excluding Government holidays. The Government will not furnish copiers, faxes, telephones, or paper for contractor use.
